Dwayne Chisam - General Manager
Dwayne Chisam is a professional civil engineer with over 33 years of public works and utility management experience in the operation and expansion of water, wastewater and solid waste utilities. He holds a Bachelor of Science Degree in Civil Engineering from California State University at Long Beach and was a major contributor in establishing the Central Coast Water Authority and constructing the Coastal Branch of the State Water Project. Dwayne also has extensive background in water litigation having played a major role in the Santa Maria groundwater litigation.
Mr. Chisam joined AVEK in 2012 as the Assistant General Manager and was promoted to his current role in March, 2016. He is a driving force in the advancement of AVEK’s projects and programs, co-authoring the Agency’s first 5 year strategic plan. Under his leadership, the Agency has achieved key goals for water supply reliability and quality through enterprise water banking, negotiating to acquire new non-state water supplies and executing water transfers and exchanges. Chisam has been instrumental in the implementation of the Antelope Valley Groundwater Adjudication through the development of the Antelope Valley Watermaster.
Prior to AVEK, Chisam was Director of Public Works and City Engineer for the cities of Pismo Beach and Los Banos, after serving in progressively more responsible roles as Utilities Director for Santa Maria and Public Works Director for Guadalupe.
Chisam and his wife, Jessica, make their home in Palmdale, and enjoy spending time with their two daughters and a grandson in Nipomo, CA.
Matt Knudson - Assistant General Manager
Matt Knudson joined AVEK in 2017 as the Assistant General Manager, A water industry veteran, he brings extensive knowledge gained from his 27 year tenure at Palmdale Water District, where he began his career before graduating high school, Matt oversees projects for all Agency departments, supporting the General Manager in strategic plan development and implementation.
In 2018, Knudson was named as the Administrator for the Antelope Valley Watermaster where he has been instrumental in developing and implementing policy and procedures for the Antelope Valley Groundwater Adjudication.
Knudson resides in Valencia with his wife Stephanie and two daughters.
